A Fairer Funding Settlement and Finance

It is imperative we ensure national government delivers an improved funding settlement for Suffolk Police. The business community has been very supportive of this campaign for which I am very grateful. The Minister has promised this work will be part of next year’s comprehensive spending review.


•    Suffolk must be ready to submit our evidence, not just for more money per se, but for effective spending to increase solved rates of crime and to instigate better crime prevention initiatives. This will help underpin Suffolk’s economic recovery mission. We must have a better deal for Suffolk.


•    Whilst your Council Tax has increased, this has only been done when absolutely necessary so I can ensure the police has the necessary resources to keep us safe. 


•    The reforms and savings work will continue so value for money within the budget continues to be maximised and policing priorities supported. The continuing use of budgetary tools such as Outcome / Zero Based Budgeting are fundamental to this process. Not budget cuts for the sake of cost cutting, but actual savings gleaned from efficiency and reform. I completely understand the concept of “value for money”, especially amongst Suffolk families and businesses. 


•    An external income officer will be appointed so funding can be accrued from Section 106 agreements, the Community Infrastructure Levy and government grants and the pooled business rates fund.


•    Apart from the general reserve which must be kept at around three percent of the net budget, other reserves will only be kept for a specific purpose.
